A road rule changed on Monday. The people it applies to will find out at very different times.
Queensland's second round of e-mobility laws is live. Ride an e-bike or e-scooter and you need to be 16 with a learner's licence. Children 12 to 15 can still ride, but only supervised by a parent, grandparent, guardian or carer. Without that supervision, the fine goes to the parent. Since July, police have seized almost 400 devices and issued 1,747 infringement notices. For a lot of those riders, the notice was how they found out.
Enforcement is the visible half. Communication is the other half, and that's where the deadlines sit.
From 2018 to 2020 I was the interface between Light Rail Stage 3 and the Gold Coast Highway multi-modal study from Burleigh to Tugun, and developed the material that went out to community. Every mode brings its own audience, and they aren't all reachable the same way.
Two of them are in this week's laws.
Riders who can't hold a licence for medical or disability reasons are exempt, but they need a certificate by 30 November. Road rule changes reach people through the licensing system. This exemption is written for the one group of riders who by definition aren't in it.
Hire operators have until March 2027 to check licences. For the next six months you can walk up to a rank of shared bikes and ride away without anyone asking for the licence you now need.
A rule starts on a date. Compliance starts when the person it applies to has heard it, understood it and had time to act.
